Brazil: Anvisa Launches Public Consultations on Repackaging and Packaging Reuse for Cosmetics

On 20 January 2026, the Brazilian Health Regulatory Agency (Anvisa) launched two public consultations (No. 1380 and No. 1381) addressing the repackaging and reuse of packaging for personal care products, cosmetics, and perfumes.

The consultations set out proposed technical requirements and Good Manufacturing Practices (GMP) applicable to these activities and define the product categories eligible for repackaging and packaging reuse.

The draft measures cover, among other aspects:

• Responsibilities of marketing authorisation holders and repackaging facilities;

• Regulatory requirements relating to documentation, personnel training, infrastructure, equipment, maintenance, and sanitation;

• Procedures for managing non-compliant products, including complaints, returns, recalls, and the monitoring of adverse cosmetic events (cosmetovigilance)

• Specific technical standards applicable when the reuse of packaging is permitted.

Stakeholders were able to submit comments on both consultations until 21 March 2026.

If adopted, the measures are expected to have a direct impact on both industry practices and the National Health Surveillance System (SNVS).
