On December 2, 2025, the Thai Food and Drug Administration (Thai FDA) published a new guidance document titled “Steps for Notifying Low-Risk Cosmetic Products.” The document aims to support manufacturers and importers in the notification process required for low-risk cosmetics in Thailand.
Under Thai FDA definitions, low-risk cosmetics are products considered unlikely to cause harm to users, such as makeup, shampoo, soap, and toothpaste.
The notification procedure—which is mandatory before a product can be placed on the market—consists of four main steps:
1. Submit the application through the e-Submission system;
2. Print the payment slip and pay the notification system fee;
3. Confirm and submit the notification request;
4. The system automatically reviews and evaluates the notification.
If the submission passes, the system automatically issues a notification number. Applicants must then pay the issuance fee to download the official notification receipt after which they may begin manufacturing or importing the product using the assigned number.
If the submission does not pass the automated review, the system provides an evaluation report detailing the reasons for disapproval. Applicants may correct the issues and submit a new notification.
The publication of this guidance reflects Thailand’s ongoing effort to streamline regulatory processes for low-risk cosmetic products while ensuring that all products entering the market meet basic safety and compliance requirements.
