China Launches Cosmetic E-Label Pilot Program

China’s cosmetic regulatory framework is entering a new digital phase with the official launch of the Cosmetic E-Label Pilot Program, effective 1 February 2026.

An E-Label is a compliant, scannable QR code that functions as a digital extension of the physical cosmetic label. It is a mandatory component of the product label, not an optional alternative.

Essential information—such as the product name and expiration date—will still be listed  on the packaging, however the full set of legally required labelling details is made available online through a simple scan. 

The pilot introduces several new obligations for cosmetic companies:

• Dual Compliance: Products must comply with both the existing Cosmetic Labeling Management Regulations and the new technical standards governing E-Labels.

• Strict Technical Specifications: QR codes must meet precise requirements on size, placement, and data structure, as defined by official standards.

• Real-Time Updates: Any change to labelling information must be reflected in the E-Label before products with updated labels are placed on the market.

• Platform Management: All E-Label data must be submitted, updated, and managed through the Cosmetic Registration and Filing Platform.

For companies, the E-Label Program will introduce a new layer of technical and regulatory complexity.

The pilot reflects China’s broader push toward digitalized regulation and enhanced market supervision, aiming to improve transparency while maintaining operational flexibility for businesses.

The first E-labelled cosmetic product has already been filed, and several provincial authorities have released initial lists of approved pilot participants.

For businesses operating in or planning to enter the Chinese cosmetics market, it will be mandatory to understand and prepare for the E-Label system. Early alignment with the technical standards and internal processes will be essential to ensure smooth compliance as the pilot expands
