The European Commission (EU) has published Commission Implementing Decision (EU) 2025/1175 in the Official Journal, updating the Glossary of Common Ingredient Names used in cosmetic products. This decision aims to standardise the way cosmetic ingredients are named and identified on product labels, ensuring clarity and consistency across the EU market.
The updated Glossary now includes 30,418 entries, and it serves as the legally binding reference for ingredient names under Cosmetics Regulation (EC) No 1223/2009. The new decision repeals Commission Implementing Decision (EU) 2022/677, which was the previous version of the glossary.
Changes applied:
– Addition of new INCI names published by the Personal Care Product Council.
– Correction of previously misreported or missing ingredient names.
– Removal of outdated ingredient names or those replaced by newer INCI entries.
The Decision will enter into force on July 30, 2025, while the updated Glossary will apply from July 30, 2026 , 1 year after its publication.
Cosmetic brands and manufacturers should review ingredient lists to ensure compliance with the updated Glossary by July 2026. Economic operators are permitted to adopt the updated Glossary earlier on a voluntary basis.
