On December last year, Indonesia’s National Agency of Drug and Food Control (BPOM) issued Decree No. 627/2025, updating the requirements for the Certificates of Analysis (CoA) submitted as part of an application for an import licence (SKI).
Under the SKI framework, a CoA is mandatory and must be issued either by the product manufacturer or by an accredited laboratory.
The CoA must include, at a minimum:
• Product name
• Test parameters and results (depending on the product type)
• Analytical method used
•Batch number / Product code
The certificate of analysis is valid for one year from the date of issue.
The decree specifies mandatory testing parameters based on the type of cosmetic product, which:
– include Microbiological testing
– include and/or Heavy Metal testing
– the test methods to be used may be AAS (Atomic Absorption Spectroscopy) or ICP (Inductively Coupled Plasma), or another valid method.
For companies importing the same cosmetic product but with different batch numbers, BPOM requires submisson of:
• CoA describing the tests to be performed (same product; different batch)
• CoA for the batch to be shipped, indicating the product formand organoleptic characteristics.
Importers should review their testing strategies and documentation practices to ensure continued compliance with SKI obligations.
