On 31 January 2026, Turkey published a new regulation establishing a comprehensive framework for cannabis-derived products, covering their production, licensing, traceability, export, and sale.
The regulation entered into force immediately upon publication, with no transitional period and applies to medicines, health products, personal care products without narcotic effects, and other cannabis-derived aid products.
This categorisation is intended to clarify regulatory pathways while strengthening supervision across the entire cannabis-derived product lifecycle.The regulation distinguishes between four product categories, each subject to specific oversight requirements:
– Medical products
– Health products
– Support products
– Cosmetic products
The regulatory approach is notably strict, drawing on pharmaceutical and narcotics control models, even for products containing THC levels at or below 0.3%. Enhanced controls apply to authorisation, market surveillance, traceability, and exports.
Hemp-based cosmetic products remain subject to the same regulatory requirements as conventional cosmetics, with no separate or lighter regime introduced for this category.
