On 25 February 2026, Canada published Order 2025-87-20-01 Amending the Domestic Substances List (SOR/2026-15) in the Canada Gazette, Part II. The Order introduces Significant New Activity (SNAc) provisions for cyclohexanamine (CAS No. 108-91-8), also known as cyclohexylamine.
The amendment entered into force on 3 February 2026 and requires companies to submit a Significant New Activity Notification (SNAN) before undertaking certain manufacturing or import activities involving this substance.
The SNAc provisions apply when new activities could lead to increased exposure to cyclohexanamine in Canada. Key triggers include:
• Manufacturing: A SNAN is requiredwhen cyclohexanamine is used in the manufacture of a cosmetic at a concentration equal to or greater than 0.1% by weight.
• Importation: A SNAN must be submittedwhen importing cosmetics containing cyclohexanamine at ≥0.1% by weight, if the total annual quantity exceeds 10 kg.
Certain activities are excluded from the notification requirements, including:
• Aerosol hairspray products, which are specifically exempt from the SNAN triggers
• Substances used solely for research and development
• Site-limited intermediates
• Products intended exclusively for export
Companies planning a new activity must submit the required information to the Minister of Environment and Climate Change at least 90 days before beginning the manufacturing or import activity.
Authorities will conduct a risk assessment within 90 days of receiving a complete submission to determine whether the activity may proceed and under what conditions.
