On November 17, 2025, Indonesia’s Halal Product Assurance Organizing Agency (BPJPH) notified the World Trade Organization (WTO) of a draft Decree on Guidelines for Implementing the Halal Product Assurance System in Storage, Packaging, and Distribution Services.
The draft establishes that logistics services linked to cosmetics, food, pharmaceuticals, and other regulated products are subject to halal certification, reflecting Indonesia’s continued expansion of its halal assurance framework. The provisions are intended to guide business operators, halal auditors, and supervisors in applying for and maintaining halal certification for these service activities.
The draft applies to businesses providing logistics services for products that are required to obtain halal certification. It covers three main service categories:
1. Storage Services: includes businesses offering warehousing services, rental of containers and Unit Load Devices (ULDs, as well as Regulated agents operating temporary storage facilities.
2. Packaging Services: applies to businesses performing sorting, packing and repacking and labelling activities.
3. Distribution Services: Covers all activities related to the transportation and delivery of halal products. Operators must ensure that halal integrity is maintained throughout transit, preventing contamination or mixing with non-halal goods.
Business operators within the scope of the draft decree must establish, implement, and maintain a Halal Product Assurance System (SJPH).
This draft decree represents a significant extension of Indonesia’s mandatory halal certification regime for the entire supply chain. Logistics providers will be required to implement a structured halal assurance system and obtain halal certification for their service operations once the decree is finalized.
