EU Amends Cosmetics Regulation on Substances with Potential Endocrine-Disrupting Properties

The European Commission has amended Regulation (EC) No 1223/2009 regarding the use of several cosmetic ingredients with potential endocrine-disrupting properties. The updates affect Annexes II, III, V, and VI and introduce new restrictions and prohibitions on specific substances.

Annex II (Prohibited Substances)

3-(4′-methylbenzylidene)-camphor [INCI: 4-Methylbenzylidene Camphor]

From 1st May 2025: Products containing this substance shall not be placed on the EU market.

From 1st May 2026: Products containing this substance shall not be made available on the EU market.

Annex III (Restricted Substances)

Added entries:

• Genistein *

• Daidzein *

• Kojic Acid *

• Retinol, Retynil Acetate and Retinyl Palmitate ***

• Alpha-Arbutin *

• Arbutin *

Application dates:

– Substances marked with*: From 1st November 2025: Products not complying with conditions shall not be made available on the Union market.

– Retinol, Retinyl Acetate, Retinyl Palmitate **:

From 1st November 2025: Non-compliant products shall not be placed on the Union market.

From 1st May 2027: Non-compliant products shall not be made available on the Union market.

Annex V (Preservatives)

Triclocarban and Triclosan

Products not complying with the updated conditions but placed on the market before 23rd April 2024 may continue to be made available until 31st October 2025.

Annex VI (UV Filters)

Entry 18 (4-Methylbenzylidene Camphor) has been deleted.
